Hi Hilmar,
I just tried it on a MacOS running TeXLive 2018 with all current
updates, and it exhibits the same problem still:
~ $ texdoc -l number
47 results. Display them all? (y/N) y
[and then lists just 46]
On TeXLive, texdoc reports:
~ $ texdoc --version
Texdoc 3.0
Copyright 2018 Manuel Pégourié-Gonnard, Takuto Asakura, Karl Berry, and Norbert Preining.
and tlmgr info texdoc reports:
installed: Yes
revision: 47946
sizes: doc: 197k, run: 113k, bin: 5k
relocatable: No
cat-version: 3.0
cat-date: 2018-06-06 17:29:57 +0200
So it's certainly not been updated there.
Best wishes,
Julian
