With the MPFR 3.1.6 tarball on the same machine, yes, but not with
the 4.0.0 one. In the MPFR 3.1.6 tarball, if I replace the texinfo.tex
file (2013-02-01.11) by the version from MPFR 4.0.0 (2017-12-18.20),
this solves the problem.
With the MPFR 3.1.6 tarball on a different Debian/unstable machine,
there are no issues.
Has there been a bug fix concerning the paper size in texinfo.tex,
or does it work by chance with the new version? (In which case,
the new version might not work under some other conditions, e.g.
with other paper sizes.)

I think they are.

As I had said in the bug report, a4 in both cases (this is still the
case). And /etc/papersize contains a4 in both cases.
