Trying to run command:

    latexmlc --dest "test.html" "test.tex"

using a simple file test.tex with the content:

Just by looking at latexml upstream installing prerrequisites for
Debian-based systems:
https://dlmf.nist.gov/LaTeXML/get.html#SS2.SSS0.Px2
it can be found that libtext-unidecode-perl is not in the dependencies
of latexml 0.8.2-1 in Debian package.

After installing  libtext-unidecode-perl  package, the problem is solved
and latexml runs as expected.
