Bug#825003: texinfo: dependency wrongly marked as recommended instead of suggested

Dear Maintainer,
When updating texinfo a few hundred MB of extra packages are installed if not
using --no-install-recommnends. This is not a desirable thing on minimal
installs
The package in question that is marked wrongly is the
"texlive-fonts-recommended". This package depends on a lot of other packages,
such as x11 libraries which isn't desirable on a minimal system or a server.
