Bug#824847: tex-common install fails during texlive upgrade because context package is not installed

With today upgrade available in unstable, after install at config time
installation failed because tex-common failed because pdftext init
command failed (in the log of tex-common).

Executing the faulty command manually shows:



pdftex -ini   -jobname=mptopdf -progname=context -translate-file=cp227.tcx /usr/share/texlive/texmf-dist/tex/generic/context/mptopdf/mptopdf.tex
This is pdfTeX, Version 3.14159265-2.6-1.40.17 (TeX Live 2016/Debian) (INITEX)

They are two version of this file, one in textlive-latex-base that was installed
on my system but was not found by pdftext, the other is in the context package
that is not installed by upgrade. Installing it, make the whole textlive config
succeed.
