You cannot really conflict with texlive-lang-german from texlive-base.
You need to Conflict with the old base from lang-german.
But Maybe you can have both, I'm not sure (like Conflict from base,
and Breaks + Replaces from lang-german).
The current way definitely does not work, because it tells us to upgrade
lang-german to 2016 before upgrading base from 2015 to 2016 which
fails because base 2015 and german 2016 contain the same file.
