Justification: FTBFS on several official and debian-ports architectures

Hello Norbert,

the latest texlive-bin upload FTBFS on, as far as I can see,
all architectures for which luajit is not available, because
it tries to build the embedded luajit. (I’ve checked the x32
build log, as this currently makes dist-upgrade on my desktop
a fun exercise.)

With https://buildd.debian.org/status/package.php?p=luajit
showing the architectures the stand-alone luajit is not
available for (arm64 ppc64el s390x alpha hppa kfreebsd-amd64
m68k mips64el ppc64 sh4 sparc64 x32) we get some matches with
https://buildd.debian.org/status/package.php?p=texlive-bin
with failures on arm64, mips, mipsel, ppc64el, s390x, hppa,
m68k, mips64el, powerpcspe, ppc64, sparc64, and x32, with sh4
in BD-Uninstallable still. This is roughly the same list, plus
some (for other reasons most likely).

Some of those are official architectures, but the arm64, mips
and mipsel failures are separate, however ppc64el and s390x
show up in the upper half of the page and are probably therefore
RC-bug relevant and are most definitely due to luajit issues;
same for the ports architectures hppa, m68k, mips64el, powerpcspe,
and ppc64.

Please fix that… was luajit just disabled for those architectures
before and that got somehow dropped?
