Indeed, my test program 
\documentclass{article}
\usepackage[T1]{fontenc}
\usepackage[utf8]{inputenc}
\usepackage{zi4}
\begin{document}
\texttt{Hello World, 30€}
\end{document}
did not work either.

I am not sure if it is supposed to work, but please contact 
upup-stream Michael Sharpe about this, as this is not a Debian
specific problem but happens also in TeX Live, so it needs
to be fixed (or explained) by upupstream
