Bug#843859: texlive-htmlxml: Replaces/Depends on texlive-binaries not in sync

Hi,

I just noticed that texlive-htmlxml badly interacts with
texlive-binaries in testing by allowing some partial upgrade/downgrade
or install/remove paths that cause files to disappear:

(I'm not attaching the full log)

The package relationships are as follows:

Replaces: ..., texlive-binaries (<< 2016.20160513.41080-7), ...
Depends: ..., texlive-binaries (>= 2016.20160513.41080-5)

allowing 2016.20160513.41080-6 to satisfy the dependency while
at the same time taking over files from it (that will be missing
after removal of texlive-htmlxml).
