The dependency is not direct, it's transitive via the build 
dependencies, and thubans build dependencies are not installable because 
of this issue which is preventing rebuilds in preparation for upcoming 
transitions.

`apt-get rdepends --recurse tex4ht` shows quite some transitive reverse 
dependencies for tex4ht.

In the case of thuban, its build dependency on docbook-utils causes 
tex4ht to be part of the dependency chain and the uninstallable build 
dependencies as a consequence.
