packaging cpantex?

hello,

I would like to get perltex so i tried

$ tlmgr install perltex
(running on Debian, switching to user mode!)
tlmgr: package repository http://ctan.mirrors.hoobly.com/systems/texlive/tlnet
Package perltex is not relocatable, cannot install it in user mode! 

then

$ sudo tlmgr install perltex 
(running on Debian, switching to user mode!)
cannot setup TLPDB in /root/texmf at /usr/bin/tlmgr line 5336.)

now i wonder how to install it correctly without using some
--force --vomit-files-everywhere flags and i wonder how hard it could be
to package it properly (maybe using dh_installtex?)

anyone can help on it?
