For the record, here is upstream's patch:

For texinfo maintainers, the issue is that info command started to get case
sensitive with version 6.0. So, for example, tag tables are not recognized
as such if tags are not capitalized. In our present example, the ocaml.info.gz
contained "Tag table" instead of "Tag Table". Because of that, ocaml's info
page was not readable. It would be great if we could have this fixed in
Debian.

For now, I'll workaround the issue to capitalize relevant tags so that ocaml
info pages become usable again. Please let me know when this issue is fixed
in info though.
