thanks a lot for the suggestion, yes, sure enough.

I have done the following in git commit 0c42a4d at the master branch
of texlive-nonbin.git:

debian/rules:
	move the file from the doc to the emacs/site-lisp dir
	call dh_installemacsen
debian/control:
	add a dep on emacsen-common (>= 2.0.8)
		(is this necessary? the emacsen-policy is unclear)
debian/texlive-lang-english.emacsen-startup
	added from your code

Do you think that is enough?
