Well, they fixed a misbehaviour in the correct way.
And the order is somehow the obvious thing, right?
\def\foobar{Hello}
\def\foobar{World}
is different from
\def\foobar{World}
\def\foobar{Hello}
when it comes to "executing"
\foobar

This is
* no backward incompatible change
* no bug in TeX Live
but a *bug* in the original source code that has not shown up till now.
Same has happened many times with upgrades of gcc or other things.
