cleveref v0.19 is still using functions of IEEEtrantool that have
disappeared at least since IEEEtrantools.sty 2012/12/27 version V1.3
E.g. it is using \if@IEEEissubequation which does not exist anymore.
I think this is a fix, to be checked.

There is also an error while trying to use the deprecated
\if@IEEElastlinewassubequation
but that's not very clear to me how to do a proper fix.
Better to check how IEEEtrantool is handling equations and overload
properly those functions in cleveref...

thanks for your email.

According to our policy we do not care for bugs that are neither
Debian related, nor TeX Live itself related. This is a bug in the
package itself and has to be fixed by the package author by
uploading a fixed package to CTAN.
TeX Live (upstream) only takes what is there on CTAN.
Please report this bug to upstream author of cleveref.
