It appears that in stable, this was in texlive-common. Now its been
moved to texlive-base. Unfortunately, I'm left with:
- texlive-common not installed
- texlive-base 2012.20120611-5 from stable
so there is no TLUtils.pm on my system.
Seems like tex-common ought to have a versioned Depends on texlive-base.
Not sure if that's all that is needed...
