I agree with you that it would be nice to have many of the latin*.def
files updated to work with both text and math mode.
You are free to propose a patch and submit a bug to the latex
bug database, see http://latex-project.org/bugs.html
I still stand by my point. This is not a bug. This is how LaTeX
was written.
There is no reference whatsoever that using U+00B7 in math mode *should*
work.
Furthermore, it is an up-upstream bug, also that I wrote. Neither
the TeX Live team (our upstream) nor ourselves will fix that.
If you want to contribute - pleae go ahead, LaTeX is now again
reasonably maintained and updated regularly.
