Bug#731446: texlive-base: /etc/libpaper.d/texlive-base should support dvipdfm too

This file should not be here and should also not be created
at any point ... hmmm.

dvipdfm is nowadays a link to dvipdfmx and reads only the 
dvipdfmx configuration.

The current code in TL upstream still contains the case for dvipdfm,
but runs it only if a configuration file is found.

Now, the file should not be there, but it might be that it was
not removed during an upgrade.

I guess we had it in 2012 and before, so I need to remove it
in 2013.

Anyone here knows whether there is any special action to be taken
besides
	rm -f /var/lib/texmf/dvipdfm/config-paper
on upgrades?
