Thanks Hilmar for your efforts.  Now I found out what was wrong here.

| $ ls -l /usr/bin/paperc*
| -rwxr-xr-x 1 root root 6452 Apr 15  2001 /usr/bin/paperconf
| -rwxr-xr-x 1 root root 7032 May 10  2012 /usr/bin/paperconf.libc5
| $ paperconf
| paperconf: relocation error: paperconf: symbol errno, version GLIBC_2.0 not defined in file libc.so.6 with link time reference
| $ paperconf.libc5
| a4
| $ dpkg-divert --list libpaperg
| diversion of /usr/bin/paperconf to /usr/bin/paperconf.libc5 by libpaperg
| diversion of /usr/sbin/paperconfig to /usr/sbin/paperconfig.libc5 by libpaperg
| $ 

After removing these diversions, everything works fine.  

They seem to be pretty old.  (This machine is running Debian since
1998.)  It seems to me that they have been forgotten somewhere in the
upgrade path of libpaper{,g,1}.
