@all: I include Karl Berry, maintainer of the fontname standard, head
of the TeX Live team, etc etc etc

@Karl: I think you remebered that I contacted you some time ago about
the problem with scalable-cyrfonts shipping fpl fonts conflicting
with fonts in TeX Live.

Here are my remarks, Karl, if you have additions of corrections, 
feel free, but keep everyone in Cc.

* the fonts have not been uploaded to the CTAN (Comprehensive TeX
  Archive Network), which is the main distribution center for all
  TeX related things.

* the package is open for adoption since 2010, that is close to two
  years

* these fonts have unclear license status. It is not clear whether
  taking the various glyphs from various sides and adding some things
  and sticking it together is fine.

* the fpl fonts as available on CTAN and shipped in TeX Live are there
  since 2004

Honestly, I don't see any reason to create problems for users of
TeX due to fonts that are not visible to the outside work, that have
never been uploaded, publicized in any proper forum related to TeX,
and are not maintained anymore.
