I see no reason why pdfetex should be linked against libXrender, libX11,
libfreetype, libfontconfig (would be intersting, though), and libexpat.
Or am I missing something?

Hi,
even the output in the earlier messages in this bug that correctly test
texlive's pdfetex binary show that it is not affected. I'm writing
2009, since it's not worth to check which version exactly. It's still
the case:
