Dear Osamu, we uploaded another set of texlive packages, which contain a fix for xeCJK.sty (#673205). Now the maint-guide version 1.2.28 builds again, i.e. in theory you could revert the changes you made for #666569 (except the tipa packages as Build-Depends-Indep).
