Either commenting out \usepackage{fullpage} or
\usepackage[dvips]{hyperref} solves the problem.

So it might be in fullpage or hyperref. Please be so kind to contect
your local TUG for analysis if you can't do yourself and contact the
appropriate upstream author.  We won't find the time to do so.  At
least please find out, which package has the bug (maybe both have).
