YOu should never do that on Debian ... .never ...

Can you purge texlive-lang-arab please. And remove this file,
and run
update-updmap
as root.

No, I am quite sure that it is the above
10texlive-lang-arab.cfg
which is a left over from pre-history.

Did you have a mixture of 2007 - 2009 - 2011 at soem point?
Mixing testing and experimental and having *oldstable* files
looks like a huge mess.
