You haven't understand what happened. And you got it the wrong way round.
There's a gnome dummy package etc for installing all of gnome.

This here is "texpower is *IN* texlive now". Not texpower now depends on
more stuff. And I personally believe that texpower probably can be split
more agressively, yes, but that's nothing for me to decide and it'd be
a maintainance nightmare. As is, texpower is a component inside textlive-latex-extra
and thus the upgrade installs that as the old standalone texpower package
is gone.
