But not by us, nor by the TeX Live maintainers, but by the author of invoice.

There is no guarantee and there never has been that all packages can be used together, nir that if they once were useable together then they will be forever.

So your best joice is it to report this to the invoice author and hope he cares for that.

(btw, we Debian TeX are for packaging TeX Live, so we forward bugs concerning TeX Live to upstream=  TeX Live team, but we don't care in general for bugs or problems in single packages and forward them upupstream = original author. This is out of our abikities in time and energy)

Impossible! graphicx is obe of the base packages of latex and cannot care for interoperability with arbitrary packages, it is the job of the invoice author to fix this problem.
