This is what I get if I first "unset TEXMFCNF" to remove my personal setting.

Yes, this is what I get.

No, it's exactly the same. But you imply this shows no problem, so
perhaps I wasn't clear: the problem is that TEXMFCNF does NOT contain
~/.texmf-config/web2c by default.
