As you can see here[¹], slashbox package was moved in contrib because the license is unknown and so it is assumed to be non-free. TexLive developers are not distributing non free packages and in Debian we have TeXLive. To fix this, I think that you can try to ask upstream (slashbox authors, not TeXLive developers) to see if the license issue can be solved.
