a problem by jtex

Hi Norbert and all,

Thanks for your work for TL2012!

I noticed an installation failure of new TeXLive packages
on a system with jtex-bin installed.  It failed to make
format because jtex failed to find jtex.ini file.

I don't investigate the problem any further because 
jtex is certainly not compatible with libkpathsea6 
so it failes anyway.

I CC this to the maintainer of jtex. He might reply something.

multex-bin, jlatex209-bin have the same problem so I think
it might be better to set conflicts with these packages at present. 
I'm not so sure but set conflicts with jtex-base might be 
sufficient.  (If you need more precise information, please 
let me know.)
