TL2012 status 2012-02-28

- fixed tex-common
- fix dh_installtex invocation in texlive-doc and texlive-base
- fixed luatex format building in texlive-base
- add texmf.cnf link for /u/s/t/web2c
- fixed search paths fo texconfig in texlivve-base
- new texlive-base and texlive-doc -1~2 packages

effect
all current packages can be installed into a clean system without
interference, formats are built and most things work.

all uploaded to people.debian.org, apt-get-able. 

Comments appreciated.

Warning:
- libpaper is probably completely broken
- upgrades definitely do NOT work

Searched for:
- Debian conf file handling:
  Many of the conf files that have been formelr ybeen in /etc/texmf
  are now gone
  Someone has to write a remove procedure for these files, probably
  some dh_conffile remove call is enough or so, but someone has
  to take a look at what is now there and what is ther in 2012.
  Anyone can look into that?
