This is very strange. Can you send the output of running
	env
as root.

Furthermore, can you send the output of
	kpsewhich -debug=-1 tcfmgr.map 2>&1

Yes, that is not the problem. It is that it cannot be found.

Can you run *AFTER* you have done the above,
	mktexlsr /usr/share/texmf
and retry to configure texlive-base
