I had to run

luatools --generate

as the current user. It would help if the install prompted me to do so.

Wrong. ConTeXT MarkIV is *not* usable out of the box. Well known issue,
documented in README.MarkIV (/usr/share/doc/context).

ConTeXt MarkII (texexec) is working properly.

MarkIV is still experimental.
