For Debian I have simply that TLROOT/bin/$ARCH/* is now in /usr/bin
(of course with links adapted), the main trees are in
TEXMFMAIN=/usr/share/texmf
TEXMFDIST=/usr/share/texmf-texlive
TEXMFSYSCONFIG=/etc/texmf
TEXMFSYSVAR=/var/lib/texmf
I do most of the things by copying files from inst/bin/$ARCH/ to the
respective directories.
