The tool /usr/bin/install-info breaks the configuration in dpkg as dpkg
uses install-info internal (dpkg, debconf, dpkg-reconfigure, I am not
sure which exactly but that makes no sens either). The configuration on
newly installed systems will not be finished as the error brakes the
configuration step.

I was able to reproduce this bug not only on debian than also on ubuntu
(the LTS version).

The bug is easily to fix. Just rename /usr/bin/install-info to
/usr/bin/broken-install-info and everything works well as the
/usr/sbin/install-info too is used now.

The result of this very critical bug is a completely unconfigured system
after new install.

The bug happens independent if installed with debian-installer or
debootstrap or complete by hand.

Please note that the bug is there for some time now and I am not sure
when it was issued. If I know correctly even stable is concerned.
However, oldstable was fine.

Thanks for asking for the help of others.  Honestly I see hot heads on
both sides, and I don't see much use in rebuking anyone here except for
their communication style.

As for the bug: unfortunately it looks like a patch without the
corresponding problem described.  I am closing it with this message
because I think the easiest course would be to forget about it and
file a new one.
