Bug#583558: texinfo: @noindent has no effect if not preceeded by a blank line

The problem occurs for the info file. I can still reproduce the bug
with makeinfo. The generated info file contains:

     This is an example
   This line is not indented.  As you can see, the beginning of the
line is fully flush left with the line that follows after it.  (This
whole example is between `@display' and `@end display'.)

As you can see, the line is indented.
