tcfmgr is in texlive-base, the postinst of luatex checkes that texlive-base
is installed and configured:
	stat=$(dpkg-query -W -f='${Status}' texlive-base)
	 case "$stat" in
                "install ok installed")
                     do_it=1
                     ;;
and only if it is installed and configured the fmtutil-sys call is
run.

Impossible, due to some complicated circumstances.
