No idea?!?! Checking the logs I see:

        let's try deleting the aliases file completely; as of TL 2004, it was
        no longer installed by TL, yet no one has complained.  Only people
        copying the combined tree from the DVD, like Hans, had the file, and it
        has caused nothing but trouble for them.  The situation where it's
        installed one way and not another is not right, anyway.  Let's see what
        happens.

So I guess there is no need for it?!
