Here's the changelog entry:

  * include a patch that allows texconfig to handle more default paper
    settings.  This is intended to be submitted upstream, and to be used
    to address #402994 (libpaper integration) [fk]

The patch ist tested on my system, and I think it is safe to upload.
Unless it is not (yet) used in maintainer scripts; the files changed are
currently conffiles, and one would get dpkg "file changed by you"
messages all the time.

There are a couple more issues, already discussed in the bug log, which
need to be adressed.  This might require further changes to texconfig,
and I would like to code as much as possible in a way that can be
accepted by upstream.  Therefore I don't plan to submit the patch to
upstream now, before I have a real implememtation plan for everything.
