If it is only about macros and no fonts or so, then simply put the
files into the appropriate place in 
	/usr/share/texmf/...
and call in the rules file
	dh_installtex
that should be enough. THe man page of dh_installtex should give you
more options. And then there is the slightly outdated
	/usr/share/doc/tex-common/Debian-TeX-Policy.*
If you have any questions, don't hesitate to ask.

BTW, there are some package in TeX Live 2010 that might be interesting
for you, too (and they will be in TL2010 when packaged):
