Unfortunately I didn't find these postings, hence I can't tell, what
was discussed. As further discussed in the bug, TL has no aliases
files at all (or Norbert wasn't aware of them). On the other hand on
http://tug.org/texlive/doc/texlive-en/texlive-en.html I can read:

A second database file aliases allows you to give additional names to
the files listed in ls-R. This can be helpful to confirm to DOS 8.3
filename conventions in source files.

So aliases files should be there and the database is probably
maintained by upstream. The TL 2009 DVD image doesn't contain some.
Maybe they have to generated??
