I don't see a need to resolve it. texlive 2009 and accompanying
package will enter testing hopefully soon, then it will be resolved
by upgrading context and luatex, removing texlive-base-bin, installing
texlive-base-bin.
We could have added a Conflicts: tex-common << 2.00, but that is now too
late, as adding it now makes it impossible to enter testing.
Actually, now that I check it is probably a bad coincidence, because
all teh package are "Valid candidates" according to the excuses and
should go into testing together, they are all ready.
Probably they need a hint from the release managers to swap over.
