So what you need is a functionality in mktexpk to determine if a
pk-file (to be read by xdvi) is older than the related mf source
file. I guess it is hard to implement, the only creteria would be the
time stamps of the source and the created files. Even if this is
checked your generated file could be younger than the source file and
it won't help you. I don't know if it is possible to determine if a
mf is the source of an existing pk file, I guess not.
