Yes indeed. Why should formats and dumps and all that be done if
you only want dvi2tty?
That is a bug in tex-common. In the triggers code we already check
for texlive-base being installed and ready, but I forgot that down
there is this call for fmtutil-sys --all. Fixed already in the
repository.
