texi2dvi is also used by many people to compile tex/latex files
(it's even documented), and this patch breaks this use.
It took me a while to figure out while my last upgrade of Debian
broke the compilation of all my LaTeX sources, with tildes
unexpectedly showing up everywhere.
Also I cannot find the -~ option in the patch and in the Debian
version of texi2dvi.
