Unfortunately I didn't have seen any progress in this bug for month
now. In my opinion we're at e dead-end here:

- the author of magyar.ldf is not willing/able to provide his file as
  dtx file
- the babel author is not willing to include an ldf file, he prefers
  to get an dtx file

I don't see any chance to make progress here...unless anybody finds a
fast solution to convert a ldf file into a dtx file.

Last statement of the magyar author:

I understand that a .dtx file would be better, but I'm sure that I
don't have time to write or maintain such a file. However, if
somebody writes one, I would be happy to use that as the definitive
source of magyar.ldf.
