Bug#562918: tex-common: installing new hyphenation patterns does not update formats based on language.def

The trigger texmf-hyphen does only call 
	fmtutil-sys --byhyphen ...language.dat
but we do manage all the language.def based formats, too, so we have to call
	fmtutil-sys --byhyphen ...language.def
too.
