not, as per the man page "install ginstall-info".

       install-info is a wrapper around GNU install-info. If it is called from
       a normal shell or script it acts like GNU  install-info  by forwarding
       all options to ginstall-info.

So, the main program is ginstall-info. It has a man page and the info
page you complained about do exist.
