I don't think that putting initex in the background is a good idea.
This initex creates the format files needed to properly run nearly
all flavours of TeX. Hence the format creation is an important step,
which must run successfully before you can use your TeX installation.

Meanwhile we're using triggers to make the steps needed during set up
of packages more efficient: when installing a few packages at one
time the fmtutil runs only 1 time.

I guess we can close the bug. Again sorry for the long response time!
