Well, you have a completely different problem. The bug above applies
to upgrades from 2007 to 2009. You're doing an 2007 installation
AFAICT.

Weird. Please add to /usr/bin/fmtutil-sys the following line right
below the copyright notice at the top:

set -x

The run the following command and send us the created file "error":
fmtutil-sys --all 2> error
