I'm not sure whether there actually was some dvips issue that I also
looked at. But re-reading #520920, I think it is clear that Karl added
a patch to fix that bug, relating to the testcase in the Debian bug. I
remember that I also checked that the patch is present in TL 2009 (I'm
not going to repeat that now).
So I suggest that we simply fix the changelog s/dvips/bibtex/, document
that in the next changelog entry, and ignore dvips until someone recalls
whether and what was the issue there.
